Sources & notes: VRA preclearance reflects states covered under Section 5 before Shelby County v. Holder (2013) invalidated the coverage formula. Same-day registration data from NCSL, 2024–25. Redistricting includes states that passed new maps or called special sessions following Louisiana v. Callais (Apr. 29, 2026), plus mid-decade redistricting states (TX, CA, MO, NC, VA, OH, UT) from 2025–26. Virginia appears in all three categories.

VRA Section 5 Preclearance

Before Shelby County v. Holder (2013), nine states needed federal approval before changing any voting law. The Supreme Court struck down the coverage formula, leaving the provision unenforceable.
